Opening the ceremony Samad Seyidov, AUL Rector and MP, noted that the idea of this project emerged after the international conferences on Translation, Interpretation and Terminology within a New Global Context and Translation and Transnational Processes in 1999 and 2004 respectively held by the UNESCO Chair at AUL. The issues on lexical and grammatical coding of the national language, development methods of the phraseology and terminology of our language, as well as creation of the electronic database of the works translated from foreign languages into Azerbaijan and vice versa were of special interest during the conference.

The speaker noted that the AUL UNESCO Chair on translation and relations and the Eternal Flame Cultural Relations Public Union has carried out this project in close collaboration with Fiction Translation and Cultural Relations Center, Azerbaijan Writers' Union, and Information and Bibliography Department of the AMEA Literature Institute named after Nizami Ganjavi, as well as with other translation institutes. The aim of the project was to create the electronic bibliographic database of a number of works translated from Azerbaijani into foreign languages (Russian, English, French, German, Arabian, Persian, etc) and vice versa within the last 40years.

S.Seyidov stresses the fact that the "tercume.az" website can be regarded as the continuation of the V Regional Conference on UNESCO's support to literacy held under the auspices of Mehriban Aliyeva, President of the Haydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, an MP. Participating at the ceremony Associate professor Shahla Naghiyeva, Prof. Fakhraddin Veysalli, and Betty Blair, editor-in-chief of Azerbaijan International Magazine, the people having a special role in the realization of the project, stressed the importance of the website in presenting Azerbaijan to the world. It was also noted that the website included the information catalogue of the research papers written within 1920-2007, as well as electronic library consisting of the electronic context of the recently carried out research work.
